I'm interested to start a project for a HP ground effect vehicle. It's been done before, even to fly across the Channel. It was slow however, due to huge lift. I'd like to go with lower lift, to require and enable higher speed. Possibly faster than this.
In my ideas, I keep coming back to (partially) inflatible designs, for light weight and crash absorbtion.

It IS fast. The Decavitator reached 18.5 knot (34 km/h or 21.3 mph). Only a japonese tandem went faster without using the wind or any engine.

also on water or not? i`m making my own hydrofoil, i`m puting foils on my kayak and i`ll put a 2 HP motor behind it

Yes, the japonese tandem is the fastest Human Powered Vehicule on water (over 100 meter "flying" start). Good luck for your flying kayak!
