I would tend to agree the border fence need to be completed and the cartels must be fought aggressively. But others will fill their shoes unless the flow of money from drug sales is confronted. Without drug money there is no drug cartel. Some people will always use drugs. But we have not been aggressively confronting the average person who uses cocaine to show them they are the source of the money which causes murder.
