Fowler taps the ball round Seaman then jumps over him. If he hadn't jumped and fallen then Seaman would have taken out both his legs. Obvious penalty. Fowler explained why he didn't shoot over the bar - he is a professional footballer who's job it is to score goals legitimately. He didn't cheat to get the penalty but haven been given it he did his best to score.
