Rove is certainly as guilty as any of the upper administration, and numerous attempts have been made to arrest him by the public. The question is power not law. If it were law, he would be in jail.
The next time they try this, they should bring armed security and an arrest warrant. Understand it is power you must meet with equal force if you intend to do this. On the other hand, I think constant harassment is nearly as good. Great job.

So, as a person who attended and successfully graduated from a police academy in California, when a citizen advises a law enforcment officer that they are making a citizen arrest, the officer, by law is liable to take the subject in question into custody. it doesnt matter if the offense is local, county, state, or federal, a citizens arrest is as powerful as any law enforcement personal. The police officers are poor excuses of police officers and is part of many reason why the public hate cops..
