It's all in the delivery. If you ask what makes that line great, it's hard to say. It's just the sort of disinterested way Bogart says it. No one else could have said that line and have it tell so much about the character's world-weary outlook.
I also like Renault's line where Maj. Strosser asks Rick his nationality:
Rick: I'm a drunkard.
Renault: Well that makes Rick a citizen of the world.
I love it. My favorite line in the movie.
