A club banger is a dance track that makes all the people in a club dance, jump, etc. Like a hit dance track. So Seungri basically means that since he's stressed, he's going to party, LOL. But the expression is slang, so it's very funny how he said it.

I don't really know what TOP said, but I guessed seeing the situation afterwards that he could have said he was OK with doing a concert in SG right away (probably answered without thinking first, not that means he wants to perform without Daesung).
