Chaining is the best way to get shinies. It is a game of chance and intellect, and it is quite fun. You take reasonable risks to create better odds. All these Pokemon can be caught though chaining, so I see no reason to accuse this person of cheating.

First of all chaining is easy, many people have over 100 shinies this way. Most of these pokemon he has are easy to chain like shinx and mareep (evolves into ampharos). Others like voltorb swarm and that is how heprobably got 2 electrodes. Secondly, passing pokerus to pokemon is easy as long as you know how to do it. You can pass pokerus to like 4 pokemon at a time. Not saying he didn't cheat, but this is easy to get without cheating. I myself have 35 shinies all with pokerus.
