Actually this was in the news this morning. Russia has claimed responsibility for a failed rocket launch of a Bulava missile or some crap. Based on this footage, I call BS. They claimed the missile was 'out of control' when it re-entered earths orbit, which supposedly explains all the strange lights. I dont believe it though.
