Since you ask about how Raichu should be, I will give my opinion, you will use it or not, your choice.

Raichu is Pikachu evolution, so he need to be little better than Pikachu.

Since Pikachu is big in this game, Raichu not need to be biger.

Raichu Tail is alot longer than Pikachu, so tail attack should be biger advancement ( make tail longer ).

Raichu attack should be 10% stronger, or 30% stronger and 15% slower, or 50% stronger and 30% slower.

Hiper beam, give or not

Although for balance sake I don't think he should get any power ups. Pikachus already really good in this game.

Well this is just my opinion but I would make him faster, a little stronger, and focus more on electrical aspects for raichu. Customize his air attacks to be not similar to pikachu. Some more electric tail focused attacks maybe?
