@MrFUZZYLEMON If you do have a bounty the only way I have found of paying it off is to draw your weapon wait for them to start attacking and then sheath your weapon. They should blabber on about you've committed a crime. Then you'll get the usual options "Go to jail" "Pay fine" or "resist arrest".

@antony1397 i am the thane but when i was talking to jarl about becoming the thane is when they started attacking me, so i reloaded the auto-save and quickly got my title as thane once more. also i never transformed inside of dragonsreach

@MrFUZZYLEMON If you're sure you're not a vampire, go outside of Dragonsreach, and punch a guard, then yield. Either accept jail time or pay your fine (better to do jail), then the Jarl will not be aggro on you. It happened to me in Markarth and that was my solution.
