It's indeed how you sing the birthday song in Norway. There's technically a second verse as well, but it's not commonly used. The dance preformence is not usual, though. Every person in the room is supposed to sing the song, either sitting or standing, and IF THEY WISH TO they can dance. The dance is simply doing as the song says. "Snurre oss i ring" means "swirl us in a circle" so then people swirl, if you get it. ;)
