Foster care should be outlawed completely. We need orphanages, but the kind with cameras in all rooms except the bathrooms, such kinder gardens exist today where the parents asked for those cameras which can be viewed by parents from far to see what their children are doing and how they are (there it will be internal videotaping for expert investigators to review to protect from internal abuse) And orphanages and homes for kids who have parents who are dangerous or violent or plain abandom them.
