Coming from different cultures can result in different schemata, ways of piecing together information, and ultimately ways of understanding the world (perhaps even the value of intelligence),but I don't believe intelligence itself varies from culture to culture. Based on human development, it's reasonable to believe there's no difference, and I'm not sure how you'd prove otherwise while taking into account cultural relativity.
