Just before you're going to record something with FRAPS, press DEL after your done again to bring the commander bar back again.

how did you remove the command bar? I tried to use Ulead VideoStudio, but I do not know how to remove the command bar. You like you did?

I removed it in the game by pressing DEL(DEL as in Delete/Eliminare) on the keyboard.
