Simple: Many of New Orleans' sewage pipe lines are rusted and corroded because they are exposed to swampy elements that aren't present in a cities above sea level. This causes the smell of shit and piss to radiate through the city, amplified during Mardi Gras with exponentially more people adding sewage!
