The ferret is attempting to bite the scruff of the cat's neck in order to drag it around. This is a normal behavior ferrets do to each other to show dominance (this typically occurs when first intoduced to a new ferret). When dealing with just ferrets, you shoud let them do it as long as there is no blood or poo during the event. Eventually, when order is established, they will get along great. You shouldn't allow a ferret to do this to other animals as other animals when bit could attack back.
