It is a achieved not by talking, not by the contrived acting of some actor playing on stereotypes about insane people, the effect is achieved entirely through camera work, and its so beautifully simple too.
It does not matter, how many judges they've bribed, how many cops they've intimidated, or even if they own the major; the crow is a creature, clearly not of this world. Except for Lee, the acting is just horrible but, the overall package, the way it was filmed, how he got the music with the shots to work together Proya's skill as a director is just unreal. I can understand why Capcom copied his techniques for Resident Evil 4.
Proyas is a genius; when the music switched, from modern day hard rock, to that weird synthesizer sound, it creates the impression that "The Crow" is a very ancient creature, that has been around for a very long time.
The sequels never quite give that; there are moments in the film, where the music conveys a sense of the sheer age of the creature, it strongly implies that Lee's character is not the first person it had to bring back from the grave.
in some ways this movie is eerie; Proya's genius, which was helped out a lot by Brandon Lee's acting and later his stand in, lies in how he managed to make the hero "scary." The hero of the story is a lot more frightening than any of the bad guys, and you're scared of him the first time you watch the film, DESPITE what happened to him.

in the extended shootout scene yes. theres that part and more graphic violence such as 2 men getting there knees blown out and a man getting his hand cut off

Proyas is brilliant; there are a lot of subtleties in his work far too many to continue pointing them out.
Also, I didn't think this movie was that bloody; you want blood, watch Conan The Barbarian. Its bloody only where necessary.

the weird "radio interference" thing where someone is talking in the background, I think was also done in the original devil may cry.
There is so much of Alex Proyas in the original "Devil May Cry" and "Resident Evil 4" its just unreal.
I think that is the reason I became so addicted to RE4; it felt like a Proyas film.
