You have it backwards about Bush and debt. He cut taxes to debt-creating levels, and then put two large wars on credit. Bush was just like Reagan in that he ballooned government spending, deficit and debt. Obama inherited from Bush the largest US debt in history.
That's what republicans do: cut taxes below sustainability, then make democrats do the clean-up (raise taxes or cut programs). Republican fiscal policy doesn't even help normal people, just corporations and the rich.

Assuming you mean stimulus: countercyclical gov economic policy works. You run a surplus in good times, stimulate with money in bad times. Most economists recommended a $1.5Tr stimulus package, Obama wanted a half-size one. It's helping, but not the way a proper one would.
Australia followed Keynesian stimulus plans perfectly. They didn't cut them in half or burn a third of them away on tax cuts. Australia's economy got better.

Yeah, really. It might seem counterintuitive that government spending during the bad times helps, but it does. There's a part of the trick that America missed, though - you need to run a surplus during the good times. We can thank Bush and his congress for the lack of a surplus we could use to stimulate :(
And inflation isn't something we only ever want to avoid. We want to avoid runaway inflation for sure, but slow and steady inflation is better than a crash and deflation.

No, I don't think current levels of expenditure vs income are sustainable. That's why I want Clinton-era tax rates, and favor raising capital gains tax rates to match income tax rates (scaled progressively). I'd also favor adding a new millionaire tax bracket, and lowering the corporate tax rate while eliminating corporate loopholes and deductions.
That's just on the revenue side, separate from the money-saving policies I'd like to see implemented.

That is to say, the most effective governmental aid to individuals are those targeted toward the lower-income earners. I'd favor feeding a hungry family in the ghetto any day over lower taxes for a millionaire. And if you think any real live people "sit at home in the slums of America" happily, you're simply a fool.
