Latter of force they have to go through. The one cop already had the suspect on the ground and continued to hit with the baton. The police failed to properly subdue with the pepper spray (the female) so they will get sued, and I see this in court all the time....force and abuse are two different things. It is the police who have to perform effectively, but not in an abusive way, this is not even allowed in the military, it is call brutality. Officers get fired!
