Well, considering that Japanese is filled with one word phrases that work as sentences, "Kawaii desu" is more than enough. Most people will just say "kawaii" when they mean "OMG that is SOOOO cute!"
To be precise, "desu" is simply non-past form of "to be." There is no subject in the sentence, so you assumed the subject based on context. But there is no context in this video which just makes it more contrived that needed.
I read somewhere that the reason NND didn't go to English is because it'd have a huge spike in traffic that their little baby servers could not handle. At first NND used YouTube for its videos.
To your descrription: Youtube is already english, so why the hell should nicovids go english? After all, it's a japanese site, so there is no need for english.

Desu usually comes at the end of a sentence, like how a period always comes at the end of a sentence.
I'd recommend looking it up if you're really interested, the word can be used and many different ways and it's pretty interesting to see how it works.
