Stevie Ray's TV title "reign" was a joke. And it was really part of the start of the strange, cheap booking that WCW started engaging in in 1998. You started the year with a great TV title scene with the newly elevated Booker T, the somewhat new signee Saturn, and a returning legend in Martel who managed to get over big time with the appreciative WCW fans and showed he had some gas left in the tank. Disco was also involved. Then they literally hand a belt to a stiff like Stevie.
