Every Nascar car is hand crafted they are not "stock" all modifications in each car is regulated in order to ensure that every car has a fair chance. The only real skill that Nascar drivers have is driving in a giant loop while making sure not to rear end the guy in front of them at high speeds. Most of their other skills such as tire management is all headed by the pit boss. So really the only skill there is the guys in the pit

@musicduct thought you meant a stock car instead of stock cars. Think about it for a second though the average Nascar stock car costs about 150 - 200 thousand dollars to make. While a rally car can range anywhere from 20 - 60 thousand and the other 70k to fix it during the season. Also when something goes on with a stock car they have the pit that they can pull into and do quick repairs for the remainder of the race whereas a rally car usually has to finish that leg of the race to repair it.
