Its possible this show takes place after such an event, which explains how in one static shock episode, the green rings were able to rob and carry gold bars out of a vault.

All four of them drew influences from numerous previous works, but because you have a small reference pool you figure that since Y and X are similar that Y is a rip-off of X. Dystopian fiction has been around for quite some time, and the plot of this could hardly be called a rip-off of 1984 if you've actually read 1984. It's even less like Star Wars.

If you wanted to talk about homages or references, then that's a different story.

Here in germany the episode would have never been shown in tv with a swastika in it.

When it comes to nazi contennd (and nudity and violence and many other things) in tv shows for kids they become overcautious.

Maybe thats the reason. Selling a product was allways more important than historical accuracy.

But there is another reason not to display the Nazi swastika, for the story history has been altered by Vandal Savage. Being the ego manic that he is (he is immortal) he would remove the prime symbol designed by Hitler and replace it with his own, in this case an "S" as in "S" for Savage.
