@frankooga - certainly not to the extent of the more southern regional capitals of Ghana. I would say that Accra, Kumasi, and probably Takoradi definitely are more developed than Bolgatanga.
When I was there, the Jubilee square was being worked on, and Barclays had opened a new branch with Bolga's first ATM (as Barclays had also done in Hohoe in the Volta Region at the time).
Bolga's remoteness would certainly be a factor, as I've heard in the case of Wa, in the Upper West Region.
The northern and upper part of Ghana is totally ignored ,i dont see any proper development there
