Also, it seems to be divided into sections on the dua-dot-org site. Should it be recited entirely, or can the sections be recited separately according to need?
Oh, yes, you don't have to recite the whole thing at once. Some people will just recite one section (each has 10) per day or per week or whenever they can.
And of course, we can recite it outside of Ramadan.

@rozniy recommended to finish the WHOLE dua on each nite of Laylut al-Qadr. i think. because thats what we did at my masjid. it took about 1 hour :O)
