its just that her "bangs" emphasize her china and cheeks, which are slightly chubby from baby fat. its the haircut - the length, and the way its cut from longer to shorter in the back makes her face look really long! you can see the length of her bangs are a bit awkward...but quirky and unique, like chang chang (the girl im talking about in the video is chang chang)!!
