Its traditional Celtic mens dress ( Scots, Welsh, Irish etc ).
The Tartan ( pattern tells what your family name is ) Mine is the Family Williams.
Not a good idea to call it a " Skirt " its a Kilt/ Cilt, unless you want to insult someone.
