I don't think he can because they were ideological. He didn't have as easy an access to experts as he has now. He was willing to release photos that he retracted after Gen Petraeus recommended it was not in the best interest of our troops. He "oopsed" with the release of the torture memos. I believe he tries to keep an open mind and if someone convinces him a promise would NOT be in the best interest of the US, he takes it seriously.
Gen. Petraeus is definitely credible but Obama and him differ on ideologies. I think that Obama will take his advice to heart (that's why he kept him on) but that will only go so far. Obama wouldn't want to damage his constituents support. He has been quite clear from the beginning of his intentions. I'm still undecided on the whole issue though.
