Not in this case. The plan was to convert existing roads that were already paid for by the taxpayers to toll roads. There was no plan to create new toll roads as an alternative to the already existing freeways. In other words, TXDOT removed the choice of the taxpayer to drive on either the existing freeway for free or to drive on a toll road.
Dumb-don't use it if you don't want to...toll lanes are in addition to existing alternatives.
