No. Chrysemys picta bellii. Your probably thinking dorsalis because of apparent stripe on the back. That is temporary and found in some hatchlings, but disappears as they grow. C.picta dorsalis has a yellow plastron. These definitely have an orange-red plastron with branching dark markings.
one of the hatchlings looked like my boy i had! same green color of the shell, and same kind and calm look in the eyes :) adorable!
