He gathered the heroes from the multiple Dota versions at that time and ported them as they were into a new map, thus, the name, Allstars. The heroes themselves were created by many many players. Some which took years to perfect (Sand King, Razor, Treant).

@Mooseeeeey Dota created those heroes from scratch, every one of them were brain-childs of multiple players that contributed their time and creativity to the game. While IceFrog balanced/remade them to fit the current metagame. If anything, you should ask LoL and HoN creators why they feel the need to rip off what took the DotA community 7 years to create.
