It was extremely uncalled for in my opinion. It was an extremely racist thing to say. He might of said it, trying to be funny.. but it just didn't happen. There was absolutely NO reason for him to say the things he did in the beginning. And then to say "nigger" ?? what the hell? He should have known that in this economy it's frowned upon. I do, but people cannot be offended unless they choose to be offended. I know if I were in that club and a couple of hispanics were acting like assholes and Kramer chose to call them a racial slur, I wouldn't be offended at all. It's not like he's saying "black people are dam dirty apes" or something to that extent - he is limiting his insult just to the people involved rather than going after the race.
