Probably some technical reasons with programming; or because they were too lazy to care about it.

Like with Halo 3, Bungie is actually unable to add forge items to the older maps. Just because that's how their programming works.

It's inconvenient, but fact, unfortunately. =/

Lost & Damned is an expansion; but plays as another GTA game that happens to intersect only in missions with Niko.

When playing as Niko, there is NO possibility of getting the new weapons/vehicles from TLAD. Sorry to say. But Niko will never use the grenade launcher. =P
