is it like electric damage when in the dark and flame in the light? thats what it looked like to me.

They're different arrows. There's a flare one that makes the blue light and there are exploding ones that do damage. There's a flash arrow as well that makes the brief yellow light.

The only ayleid weapon I know of that crumbles is the "ayleid" longsword in the TG quest and that's most likely only because of gameplay reasons so that low level players who play the quest early on don't get powerful elven longswords then and there. Plenty of other ayleid-made items and structures remain stable even after so many years most noticeably the ayleid ruins themselves.
