Yup, definitely a high flare and what might be a stall landing (and no PLF), but accuracy guys tend to sacrifice soft landings for the tuffet, and they compete with padded targets. He should have factored in that he was landing on concrete. A tough lesson and a landing he'd have walked away from in an accuracy comp. That's a sickening sound when he impacts.
