I am pretty sure it's his motorcade (odds are he is also inside). I took a video of the same motorcade from my window on Florida Ave (close to Dupont) and you can see the flags you were looking for..

I don't think that's Obama. In the other video, the limos were the ones similar to the limos Bush used. In the other video, the limos had flags, this one doesn't. Disregarding that, great video!
