Thought you were going to complain about people honking at you when there is a sign that says "no turn on red". I've actually had that happen to me once, I had to actually lower the window and point to the sign to get his dumb ass to shut up. Pwned! it was actually kinda sweet. :]
As for your case, some people are just to scared I guess to turn on a red regardless. Dumb yeah, but eh.
True, kinda annoyed me (or maybe just the tone this was addressed in), but US, Puerto Rico, South Korea and some parts of Canada are the only places in the world where the default is to allow right turn on red.
Everywhere else it has to be explicatively indicated that right turn on red is allowed.

this one also depends on where you live. In ontario canada where I live right on red is legal. in quebec you cant do it at any red.
