The real world applications for the robot masters of the Mega Man games was only for the 1st game since that's the only NES Mega Man game whose robot masters were created by Dr. Light who created them for those purposes, which were for good intentions. The rest of them were created by Dr. Wily and perhaps some by Dr. Cossack (the ones Mega Man 4---I forget) to wreak havoc in crazy ways. I'd say Wily created the ones in MM4 too based on the way things turned out.

I'm pretty sure Light didn't make any of the Mega Man 3 bosses because if that was the case they would have been listed as the robots created by him in the ending sequence of Mega Man 3.

My guess is Wily built the MM3 bosses because elements needed to create Gamma are obtained after clearing every boss' stage, even the Doc Robot stages. And because the Doc Robots guarded those elements & were programmed to emulate MM2 bosses that Wily created, it seems logical that he if created the Doc Robots for guarding those elements needed to build Gamma (the peace robot) he also created the other MM3 bosses which guarded the other elements.

So from a story point of view, Wily could have originally had other plans for those elements & later found out about Light working on Gamma & then jumped on board after "turning a new leaf" just so he could ultimately steal Gamma & use it for his own evil purposes. But this is all just speculation based on the bits of story we got in MM3.

Actually, about the megaman robots, i might be wrong, but i think only the first 8 bots were actually built for a use by dr.Light and then turned evil by influence of dr.Wily. The following were simply built for evil by Wily. In the megaman 2 opening scene it says something like "Dr.Wily built 8 more robots for his evil deeds.".So silly robots, kinda make sense there.

Dive Man = Deep Sea Exploration

Drill Man= Construction

Toad Man= Agriculture

Bright Man-= Power generator

Pharaoh Man= Archeological exploration

Ring Man was built later under WIly's orders specifically to fight Mega Man. Skull Man has two stories one says he was designed to work with Pharaoh Man and transport fragile artifacts the other states he was also designed for combat
