An easier way to describe the civilization levels (I hate that term) is Technology levels (TL). TL0 is stone age, TL6 World War II. We are TL7/ early 8. TL8-9 would be good cybernetics (bionics), safe space travel in the solar system, reliable solar power (much better than we have now), cloned organs, other advances of this type. TL 10+ is getting into faster-than-light travel (wormholes or whatever) making interstellar travel possible. 'Civilization level 1' is roughly equal to late TL8.

I'm completely open minded about it, but with the thousands of accounts for ufo's there have been thousands of accounts for what actually happened and as of yet there is no proof.
