Thing is, the movie wasn't making fun of Kazakhstan per-say, but making fun of American culture. Basically he shows himself as the most outrageous third world stereotype, and shows as a reflection of Americas own dark side. The scene in the Rodeo where cheers to "may George Bush drink the blood of every man woman and child of Iraq" or the "what is the best weapon to defend against Jew" and the store clerk gives him an answer with a straight face, neither of these were scripted events.

Sacha Baron Cohen is a British comedian. He Makes fun of Americans and the Republic of Kazakhstan by acting like a backwards halfwitted imagrent from the Eastern Eropean country. Obviously this is not the real national anthem of Kazakhstan but it is a tounge in cheek expression of the backwardness of many former Soviet dominion countries. Russia has had a long history of repressing liberty going back to the tzars and this shows.

Technically it was in Europe as it was part of the Soviet Union between the years 1936-1991 and Soviet Union - which was formally Russia is apart of Europe and all of those countries (Belarus, Ukraine, Moldova, Georgia, Armenia, Azerbajin, Uzbekistan, Turkmeinstan, Krygyzstan, Tajickistan, Estonia, Lithuainia and Latvia) were all apart of a massive state which was formally Russia - hence making it in Europe
