Freedom of religion depends on freedom from government meddling. So IMO, forestalling another "Church of England" is pro-religion, not atheistic. To that point, marriage is a religious institution and government shouldn't be in the business of dispensing marriage licenses. True, they need to guarantee the legal aspects of partnership, but if two unmarried orphans wish to establish a legal partnership so that they'll each have a "next of kin", why shouldn't the government allow it?
