Single term with a 10 year limit. This forces turn over every 10 years, the person can run for a different office position, this way if they're competent they should be able to work their way up the ranks with people voting for them, and this would eliminate many career politicians. Have every other gov office up for election every 5, this way we can turn over half the politicians every 5 if they do a bad job.

you can argue that you have a great politician whose good for the community, but he can only run for so and so years and then hes done! but it doesnt take a genius to know theres ways around that
And agreed Samuel. Not just for the reasons you said, but when you have a 70+ year old politician, chances are they are so out of touch with society that they are dangerous to have in office.
A wise man once said, "Politicians are like diapers--they need to be changed often, and for the same reason." It's hard to get rid of them, though--there's a lot of nepotism in politics. As much as we WANT new leaders, we're scared to vote for them because we don't know how they'll perform. Even if we don't necessarily AGREE with the "career" politicians, we at least know what they're liable to do in office. It's an unhealthy system of thought, but it's one we'll have a hard time getting rid of.
