OST = Official Soundtrack. As long as he's 'officially' releasing them as part of a soundtrack... then yes :)

But it's not the official soundtrack.
The vid says it's the Super KK Slider 64 OST, not the Super Mario 64 OST. So as long as he wants this to be part of a soundtrack he's releasing song by song, it is an OST.
it is an OST since he didnt call it super mario, he called it super K.K. slider =)
