The song is a lot older than Mills or his pseudonym "Joe Primrose".
A band from Knoxville, TN called Christabel and the Jons has this on their first album with a big band. They play it as a quartet live. Its amazing. Christa's voice is great...she whispers some of the lyrics and gives it a spooky feel.

THIS IS NOT THE DUKE ELLINGTON ORQUESTRA, it`s actually the already-decaying King Oliver`s orchestra (yes, with bubber miley, which has been fired from the DEO in 1929). Oliver, at this time, were hardly playing at all, and were relying on other soloists to build up his improvisation poll. At this time, Miley was playing with him, which can easily lead to the mistake that this is the duke`s band.
I haven't heard this version before. Excellent rendition with some great trumpet work. By the way, I think it's "so cold, so FAIR" as opposed to "BARE." Unlike office1111, I can't hear this without thinking of...Betty Boop!

Great song. There's more than 30 covers of it; quite a few have variant lyrics. It's become rather like a folk song you can change & add to.
