Actually, it was confirmed by Matsuno (creator of the Ivalice world) that all Ivalice games (Vagrant Story included) are all in the same universe and are related.
the tactics artist was used for all 3, but that's where the similarities end. tactics does in deed take place in the same world as ff-xii (ivalice) BUT vagrant story is unrelated, although it has the same medieval theme.
@ApocalyPS3Edge by the similar translation and themes to the port of tactics Ogre, it may be possible that the Ogre Battle franchise also has connections to the Ivalice realm.
