It's more like Shiranui is male and Amaterasu is female. The actual wolves, anyway. The kami that inhabits them (also named Amaterasu) is definitely a goddess. The only problem is that Amaterasu (the wolf) is supposed to be a reborn form of Shiranui, and they are opposite gender, leading to mindscrew.

even though A LOT of the characters in this beautifully created game refer to Ammy as "Mother Amaterasu", along with Yatsu saying he saw a most fair maiden; Amaterasu is most likely not shown in human form, because Shinto states that Amaterasu was the most beautiful of all the gods, its a very strong opinion.

I feel that the creators wanted US to imagine what she would look like.^^

@wolflinkanddogfan As a God, Ammy has no gender. She is referred to as "The Mother of Us All" in Okami, and in Okamiden, she is revealed to be asexual because, as a god, she can reproduce on her own. Ammy is an It, but the game still refers to her as her. (She is said to be a beautiful maiden at one point in the game).

Truthfully, Okamiden shouldn't even be brought into this because it is not the original creators (Clover Studio) that made it, and therefore can not be considered a true sequel.
