i got advice......make 4 water towers 1east,1west,1north,1south.....­make pipes or whatever connecting'em they should go every where in the city accept the factories the can harm it

Your horrible at this game, sorry. First start with small amounts of things. Make sure you look at your health sfety education... . Out fire stations, etc. You need a good source of income such as taxes housing tranportation. GOOD JOB WITH YOUR PIPES.

@xDFoRcEzZ try adding large area of dirty and manufacturing industry first. lower the their taxes at 5% then if their plenty of them. increase their taxes to 12. you get your money back in no time.

Here's a tip,u cannot play this game withut cheats!It's a lot easier and u don't have to worry about taxes and shit.Just look up cheats 4 sim city 4 and sumthin' WILL come up,trust me.
