The title is wrong. At the end of the video, you can clearly see that this is a PAIR of tires (probably from a large truck), not "a tire". I'm guessing this was from a gas station security camera. Notice that the camera doesn't jerk violently and point at the ground as cameras held by humans usually do when anything unexpected happens.
