If you marry a Girl for whom a Rival exists, the Rival will marry Yue instead and therefore ALL the Characters for the 2nd Generation will be included no matter whom you marry.

No, Cowsluvpie, your character in the 2nd Generation cannot marry because he/she is not old enough. You can experience a mock marriage in the chapel, however. I will be posting videos of all the mock marriages shortly.
There are many Harvest Moon games where new characters require that you do NOT marry girls or bachelors with Rivals, but Rune Factory 2 is not one of them. In this game, Yue will fill the post of 'wife' to make it possible for ALL 2nd Generation characters to be included. (In Island of Happiness, on the other hand, marrying a girl/guy with a Rival means that you lose their potential child and therefore cannot reach 100% completion of your Individuals List.)

Get all the tablet fragments and you should get Dragon Break from Barret.
Then the option to get the 28th floor should appear - Byron will pay for it.

Yes, Yue will marry Barrett instead. She is the 'default' in any situation where you marry a girl with a Rival.
