CORRECTION: I believe he means that 3rd, 4th and 5th nonmetal COLUMNS not PERIODS! Chlorine is 3rd period nonmetal BUT a 7th column nonmetal. I believe he means any element in the 3rd Column and beyond is a candidate for a resonance structure.
